TOTAL DECK PRICE: $93.68 for the full 60 cards — and it’s currently the single most-played deck in the entire Pauper metagame, sitting at roughly 11.3% of the field.
Why This Deck
Pauper only allows commons and uncommons — no rares, no mythics, no $40 staples. Just the most efficient low-rarity cards Magic has ever printed, built into a format with a deep, genuinely competitive metagame.
Mono-Blue Terror is a tempo-control shell built around one elegant idea: fill your graveyard with cheap cantrips, then cast an enormous sea monster for next to nothing. Tolarian Terror is a 6/6 for six mana — except every instant and sorcery in your graveyard knocks a full generic mana off the cost. In a deck built entirely around cantrips like Brainstorm, Mental Note, and Thought Scour, it routinely lands on turn two or three as a game-ending threat.
Cryptic Serpent stacks the same trick off total cards in the graveyard, and Murmuring Mystic turns every one of those cantrips into a free 1/1 flying Bird token. At $93.68 for the full 60, this is the most popular deck in a real, tournament-supported format — not a meme brew, not a proxy of one.

How It Plays
Delver of Secrets is your best turn-one play, flipping into a 3/2 flier the moment you reveal an instant or sorcery off the top. From there, fire off cheap cantrips proactively — every one fills the graveyard toward a discounted Tolarian Terror or Cryptic Serpent. Once you’re sitting on three or more instants/sorceries in the yard, Terror can come down for two mana or less as a 6/6 that ends games fast.
Murmuring Mystic turns every remaining cantrip into a free flying Bird, so the deck keeps generating value even in slower games, while Counterspell and Dispel protect the whole plan once your threats are online.
